Chips Up As Bengal Govt Logs In To Research WorkThe West Bengal Government plans to develop an electronic design incubation centre on 20 acres of land near Kolkata, in association with the Indian Institute of Technology-Kharagpur. This is the first such venture by any State in the country. According to the plan, the State Government will invite all the major semi-conductor design houses to incubate various research programmes on microchip design and chip designing tools. The proposed centre will provide the facilities and manpower for the research work. The centre will include design tool outfits like Synopsis and Cadence, design companies like Intel and Texas Instruments, and design services companies like Sasken, Wipro and TCS. While IIT-Kharagpur would be the technical partner of the project, with its students and professors helping the global semi-conductor majors in their projects, the State Government would provide infrastructure and logistics support. It would be a plug-and-play model, where the majors would just come and start their incubating operations. Pradip K Datta, president and managing director of Synopsis, the global major in electronic design automation (EDA), said: ‘‘The place would be provided by the State Government and we would only go there to incubate our research projects.’’ A formal meeting has been held, where State Information Technology Minister Debesh Das approved the basic plan of the incubation centre, which was first conceived in December during Infocom 2005 by the State Government after getting necessary inputs from the industry and IIT-Kharagpur’s computer science and engineering departments, government sources said. Synopsis is one of the initiators of the plan along with the computer science and engineering departments of IIT-Kharagpur. Datta feels it is the mathematical and engineering talent of this region that will attract global semi-conductor majors to the incubation project. ‘‘We have our R&D centre in Hyderabad and Bangalore.
