Experts Report On Alang Ship-Breaking Yard Next MonthAn expert committee set up by the ministry of environment and forests to study facilities at the country’s biggest ship-breaking yard at Alang in Gujarat will submit its report to the Supreme Court by July-end, a top official said Tuesday. The committee to study the yard’s capability to handle toxic and hazardous ship waste is headed by Environment Secretary Prodipto Ghosh and includes representatives from the Central Pollution Control Board, the Indian Institute of Technology (IIT) Madras, IIT Kharagpur and retired naval officials who were in-charge of ship-building activities. “The technical expert committee will submit its report by July 31 to the Supreme Court which would take the final decision,” Ghosh told a media briefing here Tuesday. Despite criticism and protests from environmentalists over allowing foreign ships - allegedly carrying toxic waste - to be brought to Alang, the ministry has supported the yard’s operation on the ground that India’s expertise in this sector should be fully exploited. The official felt that environmentalists were mostly “overreacting” on the issue of ship-breaking activities that are an essential part of a ship’s life cycle. It is an environment-friendly industry as it ensures reuse of scrap material, particularly steel, he said. “Assertions made by NGOs (against the yard) are amateur while the environment ministry takes decisions based on views of technical and independent experts,” said Ghosh. The Supreme Court, however, has taken note of the concerns of environmental activists. It asked the ministry to set up the committee to study environmental aspects of the ship-breaking yard’s operations. Apart from studying the existing facilities at Alang, one of the largest ship-breaking yards in Asia, the expert team would also propose ways to upgrade it to handle toxic and hazardous waste. The team would also frame guidelines on the documents required for bringing a ship to the facility, inspection of the ship-breaking plan, its review and safe handling requirements. The issue of the ownership of the ship would also be looked into to address where the responsibility should be assigned. The report may lead to some restructuring of the Alang facilities, said Ghosh. Two months back, the Supreme Court had denied permission to Clemenceau, a French warship, to dock at Alang for dismantling as it found the ship was carrying hazardous waste though it allowed another ship, Blue Lady, to be brought into Indian waters last month.
