New model for rural projectsNew model for rural projects The Infrastructure Development Finance Company and IIT Kanpur have brought out the Sixth India Infrastructure Report with rural infrastructure as the focal theme. As expected, it has a plethora of data, best practices and reports on the current state of rural infrastructure— roads, energy, water, housing, education, healthcare and telecom—with additional inputs on financing. The report, however, could have been improved in three ways: one, it clings to the conventional view that rural development will be centred on agriculture. Instead, it should have discussed what kind of rural infrastructure would attract non-farm production. Two, it could have shone some light on why the best practices it has identified have not spread. Three, it says next to nothing on human capital, on brain drain from rural India. Another unavoidable limitation of the report is the reliability of its statistics. Government data are suspect. Incomplete projects are reported as complete; those that have ceased to exist are reported as present. There is no measure of quality either. More : financialexpress.com
